The State Bank of Balochistan invites a Request for Proposal (RFP) from reputed and qualified HR Professional Recruitment Firms to provide comprehensive recruitment support services for C-Suite and key executive positions of the proposed rank of Balochistan. The assignment encompasses sourcing, screening, assessment, verification and recommendation of suitable banking professionals in accordance with applicable regulatory requirements. This is a significant engagement for organizations seeking to establish or strengthen leadership capacity within the banking sector in Balochistan province.
Eligibility criteria require bidding firms to demonstrate relevant experience in executive search, banking recruitment, financial sector recruitment, HR advisory, talent assessment, background verification and recruitment of senior management or key executives. Firms must have completed similar assignments of comparable nature and complexity, preferably for banks, financial institutions, public sector organizations or regulated entities. The bidding firm must be registered with relevant regulatory tax authorities including NTN and BRA provincial sales tax registration where applicable, be on the Active Taxpayer List, and must not be blacklisted by any procuring agency of Pakistan.
The procurement follows a Single Stage Two Envelope Bidding Procedure. Financial proposals will be opened only for firms whose technical proposals are declared responsive or qualified, with selection made per evaluation criteria in the RFP document. Proposals must be submitted online through the BPPRA e-procurement system only; no manual or physical submissions are accepted. Incomplete proposals or those received after the deadline will not be considered. The procuring agency reserves the right to accept or reject any or all proposals. The last date for bid submission is 22 June 2026 at 11:30 AM, with tender opening scheduled for the same day at 12:30 PM in the Finance Department.
