Description / Scope of Work
The LG&RDD Office District Kolai Pallas invites sealed tenders for uplifting and beautification activities including infrastructure improvement, monuments, street lights, and green spaces across northern districts of Khyber Pakhtunkhwa. The project scope covers Upper and Lower Chitral, Swat, Dir Upper, Dir Lower, Malakand, Shangla, Kohistan Upper, Kohistan Lower, Buner, Battagram, Mansehra, Abbottabad, Kolai Pallas and Haripur with an estimated cost of PKR 100 million under provisional ADP No. 944/25016(2025-26). This is a single-stage two-envelope bidding process conducted through EPADS for government contractors registered with PEC in relevant categories and enlisted with the C&W Department as per the Centralized Enlistment Policy of Khyber Pakhtunkhwa Government for the current financial year.
Eligible bidders must be registered with Khyber Pakhtunkhwa Revenue Authority (KPRA) under the Khyber Pakhtunkhwa Finance Act 2013 and with PEC in appropriate categories. Contractors must submit bid security at 2% of estimated cost for bids up to 10% below engineer estimate, with additional security requirements for bids between 10-20% and above 20% below estimate as specified in the tender conditions. Bidders are required to provide work orders of previously performed similar works, certificates of non-involvement in litigation or blacklisting, ownership or lease agreements for key construction equipment, and audit report copies along with bank statements for fiscal year 2025-26.
Bidding documents are available for download from www.portalkp.eprocure.gov.pk after NIT publication. The last date for online clarification is 20-June-2026 up to 5:00 pm. Electronic tender submission deadline is 23-June-2026 at 2:00 pm, with financial bid opening on the same day at 2:30 pm. Original call deposits and detailed rate analysis must be delivered by courier to the Assistant Director LG&RDD Kolai Pallas before bid closing.
