Description / Scope of Work
Tehsil Municipal Administration Pattan, Khyber Pakhtunkhwa, invites sealed tenders through the Electronic Procurement and Audit System (EPADS) for nine construction and infrastructure development projects with a combined estimated cost of Rs. 99.812 million. The scope includes construction of an entry gate (Rs. 30 million), installation of energy-efficient solar street lights across multiple bazaars in Kohistan Lower (Rs. 19.678 million), construction of a waiting shed (Rs. 10.567 million), installation of dust bins and RCC containers (Rs. 8.020 million), and construction of four monuments dedicated to religious figures and community identity (Rs. 25.519 million), as well as installation of tourist facilitation signboards (Rs. 6.228 million). The tender is open to Government contractors and firms holding fresh Pakistan Engineering Council registration, fresh enlistment with the Local Council Board Khyber Pakhtunkhwa, and current financial year registration with KPPRA Authority. Tender fee of Rs. 0.125 to Rs. 0.600 million (as call deposit) is required depending on the scheme, and a 2 percent bid security must be submitted in sealed financial proposal.
Eligible bidders must possess valid PEC registration for the current financial year, CNIC photocopy, fresh LCB registration, and FBR tax registration. For the solar street lighting scheme (Serial No. 02), firms must have mandatory PEC electrical codes CE10, EE03 (Energy Generation System), EE04 (Low Voltage Installation), EE06 (Specialized Lighting Systems), and EE11 (Solar Energy). Technical evaluation will be conducted on a pass/fail threshold basis, assessing PEC registration status, LCB enlistment, tax compliance, relevant experience within the past five years, performance record, technical personnel qualifications, equipment capabilities, and financial soundness. Bid security shall be in the form of a call deposit receipt in favor of the TMO, TMA Pattan, and bidders must quote rates above or below on both MRS and Non-MRS items.
Bid documents can be downloaded from the EPADS website or obtained from the Tehsil Officer Infrastructure office at TMA Pattan on any working day. Sealed tender forms must be physically submitted via courier or registered post to the office of the undersigned before the closing date of 29 June 2026 at 10:00 AM, with simultaneous electronic submission through EPADS of soft copies required. Technical bids will be opened on 29 June 2026 at 12:00 PM and financial bids on the same day at 2:00 PM, following approval from the Competent Authority. Bids remain valid for 90 days from the closing date. For clarifications and queries, bidders may contact the office or communicate through EPADS before the bid closing deadline.
