Description / Scope of Work
The Local Government & Rural Development Department Tehsil Sheringal District Dir Upper invites sealed tenders for construction, repair and renovation of five healthcare facilities under the Accelerated Sustainable Development Initiative (ASDI) for the financial year 2025-26. The scope includes construction and repair works at Masjid Al-Hadis Hospital Mahallah Sheringal, Madrassa at Gulshan dad Jitkot, Madrassa Khulfa-e-Rashideen Guryal, Bala Masjid at Gato Patay Shot Kass, and Masjid at Shahoor payeen Baba mahalla, all located in Tehsil Sheringal within District Dir Upper, Khyber Pakhtunkhwa. The total estimated cost is 2.50 Million Rupees for all five works. This tender is for registered government contractors enlisted with the Civil and Works Department under the Centralized Enlistment Policy of the Government of Khyber Pakhtunkhwa.
Bidders must be registered with the Pakistan Engineering Council (PEC) and possess valid PEC and KPPRA (Khyber Pakhtunkhwa Public Procurement Regulatory Authority) registrations with Active Taxpayer Status for the current financial year. Bid security is required at 2% of the Engineer's Estimate for bids up to 10% below estimate; additional security of 8% is mandatory for bids between 10% and 20% below estimate. For bids more than 20% below estimate, bidders must submit detailed rate analysis along with security equal to the differential amount between the quoted bid and the Engineer's Estimate. Failure to provide required security documentation will result in bid rejection and potential debarment under KPPRA Act Section 29(1) and Rule 43.
Bid Solicitation Documents and Bills of Quantity are available for download from the EPADS portal (www.kppra.gov.pk) and the NIT publication website. The last date and time for electronic bid submission is 29-06-2026 at 12:00 PM, with opening scheduled for the same date at 12:30 PM. Bidders may be present at bid opening. Online clarifications must be requested by 15-06-2026 at 05:00 PM. Bid securities must be prepared in favour of the Assistant Director LG&RDD Tehsil Sheringal District Dir Upper and delivered to the office near KR-3 Hotel before bid closure. Bids remain valid for 120 days from the closing date. All interested contractors must register on EPADS to participate.
