Description / Scope of Work
Municipal Committee Hassanabdal invites sealed bids through E-PADS (https://eprocure.gov.pk/) from registered contractors for the construction of shops (grey structure) in Hassanabdal, Punjab. The project has an estimated cost of PKR 21.0 million and will run from January 1st to June 30th, 2026. This procurement is being conducted under the Punjab Procurement Rules 2014 using the Single Stage Single Envelope procedure, with bidding open to all eligible contractors registered on the E-PADS platform.
Bidders must provide a bid security of 5% of the tender amount in the form of CDR or Pay Order from any scheduled bank in Punjab, payable to Municipal Committee Hassanabdal. Bids must be item-wise with clearly readable rates and complete documentation. Non-responsive, non-readable, non-signed, and non-stamped bids will be rejected. In case the lowest bid is equal to or less than 5% of estimated cost, additional performance security between 5% and 10% must be deposited within 15 days of notice issuance. Any submission of fake or forged documents will result in disqualification and blacklisting of the contractor.
Bidding documents can be downloaded free of cost from https://eprocure.gov.pk/ or the PPRA Punjab website. Bids must be submitted through E-PADS by 02:00 P.M PST on June 29th, 2026, with opening scheduled for 03:00 P.M the same day at the office of Municipal Committee Hassanabdal. The successful contractor must execute an agreement on government stamp paper within seven days of acceptance letter issuance. The Competent Authority reserves the right to reject all bids prior to tender rate approval.
