Description / Scope of Work
The Office of the Superintendent District Jail Shahpur invites e-bids for the procurement of 45,000 kilograms of wheat (FAQ) for the duration period 2026-27. This procurement is valued at PKR 4,200,000 and is being conducted through electronic bidding on the EPADS platform in compliance with Punjab Procurement Rules 2014. The successful supplier will be required to deliver the wheat to the jail gate on an F.O.R. basis with all transportation costs included in the quoted price. This is a single-stage, two-envelope bidding process open to eligible suppliers registered on EPADS.
Bidders must be registered on EPADS and shall not be under blacklisting by any government department or PPRA. Bidders should have no conflicts of interest and must comply with all eligibility criteria including non-association with any consulting firms engaged for tender preparation. A 2% bid security in the form of a refundable CDR (Bank Draft) must be submitted, and the successful bidder shall deposit an additional 2% performance guarantee prior to contract execution. All quoted prices must be inclusive of all taxes and transportation costs, with no carriage expenses payable by the procuring agency.
Bidding documents are available for free download from the PPRA website, EPADS, and the Prisons Department website at www.prisons.punjab.gov.pk. E-bids must be uploaded on EPADS by 23 June 2026 at 11:00 AM, with opening scheduled for the same day at 11:30 AM. The bid validity period is 90 days from submission. The Inspector General of Prisons Punjab reserves the right to reject any or all bids under Rule 35 of PPR-2014. Bids received by hand, mail, or courier will not be accepted.
