The Parks & Horticulture Authority (PHA), Lahore is auctioning advertisement rights for the installation of LED Streamers of size 6x3 at various sites throughout Lahore, Punjab. This procurement involves the Built Operate (BO) basis lease of LED display infrastructure for commercial and outdoor advertising purposes. The lessee will be the exclusive owner and operator of the installed LED Streamers during the lease term and retain removal rights upon successful completion of the agreement subject to clearance of all PHA dues and government taxes. The auction is scheduled for 22nd June 2026 at 0900 hours at Khurshid Park, Shadman-I, Lahore. The scope encompasses advertising display rights on light poles with provisions for exclusive product displays by national and multinational companies, government campaign displays on demand at no cost, and compliance with international LED resolution standards for public safety and city beautification.
Eligible bidders must comply with all terms and conditions outlined in the tender documents, including strict adherence to content surveillance protocols, cyber security standards, and prohibition against obscene, unethical, religious, or anti-state messaging. The lessee must maintain the light pole infrastructure including paint and poster removal, arrange own electricity connections, and indemnify PHA from all claims, damages, or losses arising from installation or operation. Bid security and tender document fees as specified in the auction documents are required from all participants. All applicable government taxes including withholding tax and Provincial Sales Tax (PST) must be paid by the lessee at prevailing rates.

The lease duration is three years commencing from the agreement signing date with 10% annual increase in rent, payable quarterly in advance within seven days of the Acceptance Letter. The first quarterly advance rent must be submitted within seven days of bid acceptance. Disputes shall be resolved through arbitration with the Secretary HUD&PHE Department, Government of Punjab as the sole arbitrator. Default in rent payment beyond ten days may result in immediate disconnection and removal of advertising media at the lessee's cost, leading to lease cancellation.
