Description / Scope of Work
The National Highway Authority (NHA), Ministry of Communications, Government of Pakistan, invites electronic bids for the award of Operations, Management and Maintenance Contracts (OM&MC) for bus bays across multiple locations in Punjab. The tender covers bus bay facilities in the Rawalpindi maintenance unit area, including locations at Gujar Khan, Mandra, Taxila, Hassanabal, Hattian, and Kamra, as well as sites in Lahore (Kamoki, Eminabad More) and Wazirabad (Lalamusa, Kharian, Sara-e-Alamgir). Contracts are offered on an Advance Quarterly Net Guaranteed Revenue basis with 10% annual cumulative enhancement, initially for three years with possibility of further extension for two years subject to satisfactory performance evaluation after the first year. Monthly net reserve prices range from Rs. 450,000 to Rs. 2,181,000 depending on location.
Eligible bidders must be registered with the Income Tax Department, listed as active taxpayers by the Federal Board of Revenue, and hold valid Pakistan Engineering Council (PEC) registration in Category 0-5 for the year 2026. Bidders may be sole proprietorships or partnership firms. Bid security (earnest money) in the form of postal order or crossed demand draft must be submitted in favor of National Highway Authority (Road Maintenance Fund-Security Deposit), with amounts varying from Rs. 270,000 to Rs. 1,308,000 based on location. Single Stage Two Envelope bidding procedure will be followed.
Bidding documents are available for free download from the NHA website. Bids must reach the office of the General Manager (Maintenance) Pb-North, National Highway Authority, Shahpur Interchange, Tohkar Niaz Baig, Multan Road, Lahore on or before June 30, 2026 by 1100 hours. Bid opening will occur on the same day at 1130 hours in the presence of bidders or their authorized representatives. Applicants must obtain EPAD (PPRA) registration at www.eprocure.gov.pk, as manual submissions will no longer be accepted.
