Description / Scope of Work
The National Highway Authority (NHA) under the Ministry of Communications, Government of Pakistan, invites electronic bids for the procurement of services for data communication medium between ETTM toll plazas and weigh stations with the National Traffic Operation Centre (NTOC) located at NHA headquarters in Islamabad. This project encompasses data connectivity services for ten toll plazas across the N-5 and N-80 national highways, including Iqbal Shaheed, Harro, Sangjani, Mandra, Terraki, Jhelum, Chenab, Kala Shah Kaku, Harrapa, and Qutbal toll plazas, along with four weigh stations at Sangjani and Mullah Mansoor on both northbound and southbound sections. The procurement is being conducted through an electronic bidding system to establish reliable communication infrastructure connecting these traffic management points to the centralized operation centre in Islamabad, Federal Pakistan.
Prospective bidders must be registered with the Federal Board of Revenue as active taxpayers, hold valid income tax and sales tax registrations, and possess a valid certificate from the Pakistan Telecommunication Authority (PTA). All bidders are required to obtain EPADS (PPRA) registration at www.eprocure.gov.pk before submission, as manual hard copy bids will be eliminated in future procurements. The bidding procedure will follow a single-stage, two-envelope process as detailed in the bidding documents.
Bidding documents containing complete terms, conditions, and technical specifications are available on the NHA e-bidding website www.ebidding.nha.gov.pk from June 13, 2026. Electronic bids must be submitted on or before July 1, 2026 at 1100 hours to the address of the General Manager (Revenue) at NHA headquarters, 28-Mauve Area, Sector G-9/1, Islamabad.
