For Bidders: Our Analysis PAKISTANTENDER INSIGHT

NGC is procuring construction of a specialist training simulator building at their Lahore facility. The project appears medium-scale civil infrastructure, requiring full PEC licensing and tax compliance. Bid security of PKR 2 million indicates a substantive contract value. The tight closing timeline (within weeks from July 2026 issuance) and mandatory e-PADS submission are standard NGC requirements. This is a one-off capital project for a state-owned utility, likely favoring experienced construction firms with prior NGC or similar institutional experience.
Who can bid: Bidders must hold valid Pakistan Engineering Council (PEC) licensing in the appropriate construction category, current Federal and Provincial tax registration (NTN/FBR), and be listed on the Active Taxpayers List. Registration with relevant provincial revenue authority is mandatory. Typically, NGC tenders also prefer bidders with prior experience on NGC projects.
