District & Sessions Judge Jhelum invites sealed bids for hybrid solarization (off-grid) installation across 26 court units and allied offices in Punjab. The estimated project cost is Rs. 25.441 million with an earnest money deposit of Rs. 1,272,050. This tender is floated under the Single Stage Single Envelope (SSSE) bidding procedure in accordance with Punjab Procurement Regulatory Authority Rules 2014 amended to date. The procurement will be conducted through the newly introduced E-Procurement system (EPADS) with bid opening scheduled for 26 June 2026 at 11:00 AM at the office of District & Sessions Judge Jhelum in Jhelum city.
Eligible bidders must possess valid registration with Pakistan Engineering Council (PEC) in the relevant category and codes, along with current registration with the Punjab Revenue Authority and Federal Board of Revenue (FBR) for both Income Tax and General Sales Tax. All participating contractors and firms must register on the Punjab PPRA e-procurement website at https://punjab.eprocure.gov.pk/. Bidders are required to upload a scanned Call Deposit Receipt (CDR) equivalent to 5 percent of the estimated cost from any scheduled bank in the name of District & Sessions Judge Jhelum, with the original CDR submitted to the Tender Opening Committee half an hour before bid opening. The successful bidder must furnish a performance guarantee of 10 percent of the estimated cost in the form of CDR or bank guarantee within 15 days, and submit 0.25 percent stamp duty as per law.
Bidders must submit complete bidding documents on the PPRA E-Tendering website (EPADS) with all financial bid entries filled comprehensively, including rates against each item of the bill of quantities and detailed rate analysis pages; incomplete bids will be declared non-responsive. Further information may be obtained from District & Sessions Judge Jhelum office near Katchery Jhelum during office hours. A Grievance Redressal Committee has been constituted vide No. 1642/B-11 dated 20 September 2025 to address bidder complaints. False information or fake CDRs will result in disqualification and referral to PEC and PPRA for legal action.
