Railway Estate Development and Marketing Company (Pvt) Ltd., a subsidiary of the Ministry of Railways, invites sealed bids under a single-stage, one-envelope public private partnership procedure for the leasing of constructed shops on Railway Estate land at Kharkaano Market in Peshawar. The tender concerns premium lease of shops for a period of 21 years, extendable for another 21 years, on a one-time non-refundable premium basis plus annual rent. The project is located in Peshawar near Kharkaano Market Hayatabad and encompasses three categories of retail spaces: Category-A shops measuring 17 x 15 feet (Shop Nos. 1, 2 and 3) with a benchmark premium of 2.7 million Pakistani Rupees and monthly rent of 20,000 Pakistani Rupees; Category-B shops measuring 12 x 15 feet (Shop Nos. 4 to 16 and 52 to 66) with a benchmark premium of 2.0 million and monthly rent of 17,000 Pakistani Rupees; and Category-C shops measuring 12 x 15 feet (Shop Nos. 23 to 42) with a benchmark premium of 2.0 million and monthly rent of 14,000 Pakistani Rupees. Annual rent shall increase by 8 percent on a compound basis throughout the lease term.
Bidders must submit bid security at the rate of 0.1 to 0.2 million Pakistani Rupees per shop in the form of a CDR or PO prepared in favor of Railway Estate Development and Marketing Company (Pvt) Ltd., along with a separate bid security in the form of CDR/PO. Eligible bidders are those satisfying all eligibility and licensing requirements stipulated in the bid documents. The successful bidder shall be required to deposit 100 percent of the offered lease premium within fifteen working days from issuance of the acceptance letter. All bid security shall be forfeited if conditions are not met.
Bid documents can be obtained during working hours from the Railway Estate Development & Marketing Company (Pvt) Ltd. office in Islamabad or at Peshawar Cantt Railway Station. The bid submission fee is Rs. 1,000 per shop. Bids must be submitted on or before 30 June 2026 at 03:30 PM at Peshawar Cantt Railway Station in the presence of bidders or their authorized representatives. Bid opening shall occur on the same date and time.
