Description / Scope of Work
The Directorate of Works and Civil Engineering (PAF) Chaklala, operating under the North Zone of Pakistan Air Force, invites sealed tenders for two major construction and facilities provision projects at PAF bases in Punjab. The first project concerns Provision of Certain Facilities at PAF Base (Q) valued at Rs. 16.070 million, while the second involves Provision of Certain Facilities at PAF Base (G) valued at Rs. 32.542 million. These tender notices are issued in accordance with PPRA Rule 13(1) of 2004 and published on 11 June 2026 in both Urdu and English newspapers circulating in Rawalpindi and Islamabad. The tender reference DW&CE/6503-Advt-lbd/160/E-6 dated 08 June 2026 provides the official notification for all procurement activities.
Eligible firms and contractors must be enlisted with Pakistan Engineering Council (PEC) in Category C-5 or above in relevant fields (Construction, Electrical, Mechanical, or Plumbing) with validity extending at least to June 2026. Preference is given to firms enlisted with Military Engineer Services in Category A. All applicants must furnish detailed documentation including work orders, location and pictures of completed projects with satisfactory completion certificates from end-users. Contractors are required to provide certificates confirming absence of litigation with government departments and no outstanding special reports from the Directorate of Inspection and Evaluation. Supporting documents must include personnel lists, bank statements, NTN certificates, and income tax returns for the preceding three years. Non-enlisted firms may participate by providing 2% refundable bid security.
Tender documents will be issued exclusively to pre-qualified firms and contractors. Sealed tenders must be received at HQ DW&CE (PAF) Chaklala by 1130 hours on 26 June 2026, with opening scheduled for 1200 hours the same day. Bidding documents will be made available to interested parties immediately following publication. Incomplete applications will not be entertained. The Accepting Officer reserves the right to accept or reject any tender in accordance with PPRA Rules paragraph 33(1).
