Description / Scope of Work
Pakistan Mineral Development Corporation invites electronic bids on a Single Stage Two Envelope Method (QCBS) for the development and implementation of a secure e-library and controlled digital repository system at the PMDC Head Office in Islamabad, Federal Pakistan. The project encompasses job-based development of the e-library platform with digital repositories featuring confidentiality controls, yearly cloud hosting of 500 GB, technical support with cyber security including threat detection and prevention, annual data backups, and a service level agreement for one year. The estimated project value is Rs 200,000 inclusive of all taxes. Eligible bidders must possess valid Federal Board of Revenue (FBR) registration, be active taxpayers with current income and sales tax status, and have relevant experience in secure web-based systems, DMS, and digital repositories with confidentiality controls.
Bidders must provide a bid security of Rs 200,000 in the form of a demand draft or pay order made payable to Pakistan Mineral Development Corporation. The evaluation will be conducted using Quality and Cost Based Selection (QCBS) criteria with a technical evaluation weightage of 80 percent and financial proposal weightage of 20 percent. Applicants must achieve a minimum technical score of 65 percent to proceed to financial proposal opening. Technical evaluation criteria include relevant firm experience over the last 10 years, system architecture and design compliance with technical requirements, cloud hosting experience at Tier 3 data centers in Pakistan, security and confidentiality controls including RBAC and encryption, report issuance mechanisms, content viewing features, content visibility levels, audit trail monitoring, search and metadata management, implementation methodology, and training documentation support.
Electronic bid documents containing detailed terms, conditions, procurement method specifications, and bid security requirements are available for free download from the EPADS-PPRA website at https://eprocure.gov.pk. Bids prepared in accordance with bidding document instructions and bid money of Rs 200,000 must be submitted using EPAD on or before 29 June 2026 at 03:00 PM. Tender opening will occur on the same date at 03:30 PM in the presence of interested participants. Original bid security instruments must be submitted to the undersigned before the online submission deadline.
