Description / Scope of Work
The Directorate of Procurement (Navy) invites sealed tender bids for the supply of stores, equipment, and related services as detailed in the attached Schedule to Tender (Form DP-2). This procurement is conducted in accordance with PPRA Rules 2004 and Defence Purchase Procedure and Instructions (DPP&I-35 Revised 2024). The tender covers the supply of defence stores and IT equipment with specifications detailed in the technical documents. The procurement is open to firms registered or willing to register with the Directorate General of Defence Purchase (DGDP). Bids must comply with all conditions laid down in the Contract Form DP-19 and associated defence purchase regulations. The tender is issued from the Directorate of Procurement (Navy) office located in Islamabad at Naval Residential Complex E-8.
Eligible bidders must possess requisite technical and financial capability and must be registered with DGDP or willing to register prior to contract award. All firms must provide proof of income tax filing, sales tax registration, CEO identification details, and DGDP registration if applicable. Earnest money must be submitted in a sealed envelope as per tender instructions. Bidders must provide technical offers in duplicate without pricing, along with OEM certificates of conformance, country of origin documentation, and relevant authorization letters from principals where applicable. Non-compliance with any requirement may result in tender rejection.
Technical offers will be opened first, half an hour after the closing date specified in the tender notice. Commercial offers will be opened separately after technical evaluation is complete. Bidders are required to submit their proposals in three sealed envelopes containing technical offer in duplicate, earnest money, and commercial offer respectively. All documents must be properly sealed and signed by authorized representatives.
