The procurement is open to both foreign suppliers and local manufacturers, with delivery required at SNGPL's Gulberg Stores in Lahore. A bid bond in original form, as per specimen in Annexure II, must accompany the technical proposal. All bids must include technical literature, completed questionnaire (Appendix D), clause-by-clause technical commentary against specifications, and copies of relevant tax registration and income tax certificates where applicable.

For Bidders: Our Analysis PAKISTANTENDER INSIGHT

SNGPL seeks standard 3/4" gas service valves, a recurring equipment need for a national gas utility. The bid deadline is tight (01.09.2026) and bidding is competitive with both international and local manufacturers eligible. Key requirement: technical proposal must exactly conform to specifications or face rejection during evaluation. The utility reserves the right to cancel or reduce quantities by 15%, so volume certainty is limited. Early delivery is preferred, and third-party inspection is reserved. This appears to be routine capital procurement for a large state entity with established procurement protocols.
Who can bid: Both foreign suppliers with local agents and local manufacturers may bid. Local manufacturers must meet qualification criteria listed in Annexure IX. Bidders typically require NTN registration and valid income tax or sales tax certificates. Bid bond submission in original form is mandatory. Foreign bidders and their agents must comply with Pakistan regulatory requirements for import and supply.
