Description / Scope of Work
Punjab Prisons Department invites electronic bids for the procurement of wheat, classified as a dietary article, for Central Jail Sahiwal. The procurement is for the financial year 2026-27, covering the period from 01.07.2026 to 15.08.2026, with an estimated cost of PKR 4,500,000 (4.5 million). The wheat must be of good quality, meeting specifications including moisture content below 13%, protein levels suitable for milling, test weight of at least 77 kg/hl, and complete freedom from pests and musty odors. This single-stage two-envelope procurement process follows Punjab Procurement Rules 2014 (amended) and is issued by the Superintendent Central Jail Sahiwal, located on Fareed Town Road near District Court in Sahiwal, Punjab.
Eligible bidders include suppliers, firms, authorized distributors, and general order suppliers registered with relevant taxation and registration authorities and the EPADS portal of PPRA. Bidders must not be blacklisted by the Procuring Agency or PPRA, and must comply with all registration requirements. A bid security of PKR 90,000 in the form of CDR, demand draft, or pay order is required, payable to the Superintendent Central Jail Sahiwal. Joint ventures, consortiums, and associations are permitted if all members are jointly and severally liable and a lead member is designated. Additionally, 05% performance guarantee in the form of CDR must be deposited after contract approval with appropriate stamp duty.
Bids must be submitted electronically through the PPRA Portal (e-Pak Acquisition & Disposal System at https://punjab.eprocure.gov.pk/) on or before 30.06.2026 at 11:00 AM, with the original bid security delivered physically to the office address before closing time. The bids will be opened at 11:30 AM on the same day in the presence of participating bidders. Bid validity is 180 days, and all applicable taxes, stamp duties, and laboratory costs must be borne by the bidder. A pre-bid meeting is scheduled for 22.06.2026 at 11:00 AM.
