The Horticulture Agency Gujranwala, operating under the Punjab Horticulture Authority (PHA), invites bids for the grant of lease, license, and concession rights for the establishment, installation, operation, and maintenance of a state-of-the-art funland and amusement facility at approximately 22 kanal Gulshan e Iqbal Park in Gujranwala, Punjab. The reserve annual concession fee for the first contract year is Rs. 15,819,613 exclusive of applicable taxes. This is a significant infrastructure development opportunity for experienced amusement park operators and funland service providers.
Eligible bidders must meet mandatory prerequisites including valid business registration, company profile documentation, and relevant experience in similar projects. A bid security of Rs. 790,981 is required at the time of submission. The bidding procedure is single stage with two envelopes for hard-copy sealed submissions. Technical proposals must achieve a qualifying threshold of 75 marks out of 100 to proceed to financial evaluation. Technical evaluation criteria include completed relevant similar experience (30 marks), ongoing relevant contracts (20 marks), financial soundness (30 marks), qualified PEC registered engineer (10 marks), and concept development proposal with 3D render and video plan (10 marks).
Bid documents may be obtained from the Office of Deputy Director Operations, Horticulture Agency Gujranwala. Hard-copy sealed bids must be submitted by 30 June 2026 at 2:00 PM at the office address mentioned. A grace and mobilization period of 90 days is allowed for approvals, installation, testing, and commissioning following award. Interested bidders should conduct site visits and seek clarifications from the procuring agency before submission. Technical proposals will be opened on the bid submission date followed by financial proposal opening for qualifying bidders.
