Description / Scope of Work
The Food Department, Government of Khyber Pakhtunkhwa, invites sealed bids from registered Food Transportation Contractors for procurement of internal shifting services of government wheat stock at the National Resource Centre (NRC) Azakhel. The estimated quantity to be handled is approximately 29,174.355 metric tons. The scope of work includes shifting of wheat stock within NRC Azakhel to available and empty godowns, loading and unloading of wheat bags, complete weighment of the entire wheat stock, handling and allied services, stacking of all weighed wheat stock, re-bagging and filling of wheat bags where required, and shifting of Bardana (jute bags) from other Provincial Resource Centres in Khyber Pakhtunkhwa if required. Bids shall be quoted on a per metric ton basis.
Eligibility is restricted to registered Food Transportation Contractors who have renewed their registration for the fiscal year 2026-27 with the Food Department, Government of Khyber Pakhtunkhwa. Bidders are required to attach bid security equivalent to 2 percent of the quoted bid amount in the form of a Call Deposit Receipt (CDR). Bids submitted without the required bid security shall be rejected. The contractor must provide all labour, transport, equipment, weighment arrangements, and allied services necessary for completion of the work. Empty trucks must be weighed at every loading and unloading point, and proper weighment records shall be maintained and verified by Food Department officials.
Bids shall be submitted through the E-PADS system along with original CDRs, which must be submitted to the Food Department 30 minutes prior to the opening of bids. Rates must be quoted in the prescribed financial bid column on a per metric ton basis. Bids will be opened on the notified date and time in the presence of bidders or their authorized representatives. The bid shall remain valid for 90 days from the date of opening. The entire work must be completed within 30 days from issuance of the work order, subject to possible extension by the competent authority for justified reasons. Payment shall be made based on actual verified quantity shifted and weighed. The Food Department reserves the right to inspect the work at any stage and may impose penalties for delay or poor performance.
