Description / Scope of Work
The Environmental Protection Agency Khyber Pakhtunkhwa invites proposals from well-reputed firms for five specialized lots under the single-stage two-envelope procurement method as per KPPRA Rules 2014. The tender encompasses five distinct procurement packages: Lot 1 covers procurement and strengthening of the GIS/MIS Cell infrastructure within EPA Khyber Pakhtunkhwa; Lot 2 involves solarization of the EPA Head Office Building to promote renewable energy adoption; Lot 3 focuses on development of a digitized system for comprehensive monitoring of toxic wastes and waste-water disposal; Lot 4 requires digitalization of environmental approvals and implementation of a monitoring system for EPA operations; and Lot 5 entails installation of smart carbon monitoring chips at selected locations across the province for real-time carbon emissions tracking. These projects are strategically located in Peshawar and throughout Khyber Pakhtunkhwa province, aimed at strengthening environmental governance and monitoring capabilities.
Eligible participants must be reputable firms with valid registration with PEC/KPRA (where applicable) and active taxpayers in good standing. Interested consultants and firms are required to register themselves on the EPADS portal at https://kp.eprocure.gov.pk before uploading their bid documents. All federal and provincial duties, stamp duties, taxes, and KPRA taxes will be recovered as per government directives. Proposals containing any disfiguring, overwriting, or manipulation shall be rejected, and incomplete or conditional proposals are not acceptable.
The Request for Proposal (RFP) documents are available for download from the EPADS portal. Technical and financial proposals must be submitted through EPADS on or before 6th July 2026 by 10:30 am, with technical proposals to be opened publicly on the same date at 11:00 am. A pre-bid meeting and conference has been scheduled for 30th June 2026 at 10:00 am at the Office of the Director General, Environmental Protection Agency, 3rd Floor SDU Building, Gate No. 05, Khyber Road, Peshawar Cantt.
