Description / Scope of Work
Government College University, Faisalabad invites sealed bids from well-reputed firms registered on e-PADS with valid PEC License for two major infrastructure projects. Project 1 involves beautification, solarization, car/motorcycle parking shed and upgradation of student facilities at the Old Campus with an estimated cost of Rs. 340.907 million and earnest money of Rs. 17,040,000, to be completed within 09 months. Project 2 comprises construction of a bachelor hostel at the New Campus with an estimated cost of Rs. 345.657 million and earnest money of Rs. 17,280,000, with a completion period of 12 months. Both projects are located in Faisalabad, Punjab, and will be executed through the Punjab Procurement Regulatory Authority (PPRA) under e-PADS platform.
Bidders must be registered on e-PADS as per PPRA Regulations 7(1) with valid PEC License in relevant category, active filer status, valid NTN, and Professional Tax Certificate. The procurement process follows single-stage two-envelope bidding procedure. Bid security in the form of CDR, PO or Demand Draft must be submitted in the name of Treasurer GCUF. Only technically responsive bidders will be qualified for opening of financial bids. Contractors must quote rates against each scheduled and non-scheduled item from the approved signed Detailed Notice Inviting Tender (DNIT) instead of percentage, with failure resulting in bid rejection.
Bidding documents will be available on the e-PADS website and PPRA portal after advertisement publication. Technical and manual bids must be submitted on e-PADS on or before 30-06-2026 at 10:00 AM, with opening on the same day at 11:30 AM. Hard copy of bid security and a copy of the same shall be submitted to the Project Director at Government College University, New Campus situated at Jhang Road near Children's Hospital, Faisalabad, before the E-bid submission deadline. Pre-bid meeting is scheduled for 23-06-2026 at 11:30 AM in the office of the Project Director.
