Description / Scope of Work
Walton Cantonment Board (WCB) Lahore invites sealed proposals from international and local reputable, experienced, and certified Energy Audit Firms and consortia for conducting a comprehensive energy audit, efficiency assessment, and design of technological intelligent energy management solutions across WCB installations in Lahore, Punjab. The scope encompasses tube wells, diesel pumping stations, street lighting systems, public parks, office buildings, electrical motors, and existing energy monitoring infrastructure with the objective of reducing electricity costs through tangible and implementable performance improvement recommendations and better maintenance practices.
Eligible firms must possess ISO 9001 Lead Auditor certification, Certified Energy Auditor or IoT Automation Engineer qualifications, and at least five years of relevant professional experience. Applicants must demonstrate prior experience with international development organizations and submit proof of completing at least three similar energy audit or smart grid projects within the public or corporate sector during the preceding five years. A refundable security deposit equal to Pakistani Rupees 100,000 is required in the name of the Cantonment Executive Officer at WCB Lahore.
Detailed RFP documents containing instructions to bidders, terms of reference, scope of work, evaluation criteria, draft contract agreement, and annexures are available from the WCB office during working hours or downloadable from the PPRA E-PADS portal. Technical and financial proposals must be submitted separately by 2 July 2026 (07-02-2026) via E-PADS. Technical proposal opening will occur on the same day at 1530 hrs in the presence of bidders or their representatives at Walton Cantonment Board, Ahmed Buksh Road, R.A. Bazar, Lahore. The RFP document costs Pakistani Rupees 1,500 from the Engineering Branch of WCB Lahore Cantt.
