Description / Scope of Work
The Government of Khyber Pakhtunkhwa, through the Public Health Engineering Department (PHED) and Project Management Unit (PMU), invites sealed bids for three construction packages under the Gravity Flow Water Supply Scheme Mansehra. This project is partially financed by the Kingdom of Saudi Arabia through the Saudi Fund for Development (SFD). The tender comprises Package-03: Construction of Raw Water Conduction Main (23 km) with estimated cost of Rs. 2,800.00 million; Package-04: Construction of Raw Water Conduction Main (15 km) and Treated Water Conveyance System from WTP to HGRs with estimated cost of Rs. 2,940.234 million; and Package-06: Construction of Water Distribution Network with estimated cost of Rs. 1,395.156 million. The scheme aims to develop critical water infrastructure for Mansehra, Khyber Pakhtunkhwa province.
Bidders must form Joint Ventures comprising at least one Saudi Company (classified as Class-A in Saudi Arabia) and one Pakistani Company. The Saudi Company must possess valid registration and be eligible to undertake the subject works. The Pakistani Company must hold a valid Pakistani Engineering Council (PEC) Licence and meet all qualification and eligibility requirements specified in the Bidding Documents. All Joint Venture partners shall be jointly and severally liable for contract execution. Bid Security is required including stamp duty: Package-03 requires Rs. 56.040 million; Package-04 requires Rs. 58.845 million; and Package-06 requires Rs. 27.944 million. Bidding Entry Fee is 0.03 percent for each package.
The procurement process will be conducted through International Competitive Bidding using the Single-Stage Two-Envelope Method in accordance with Saudi Fund for Development (SFD) Procurement Guidelines. In case of any procedural conflict between local regulations and donor requirements, SFD Procurement Guidelines shall prevail. Complete Bidding Documents may be downloaded from EPADS (E-Pak Acquisition and Disposal System). Foreign firms may request assistance regarding access to Bidding Documents. Bidders should obtain full tender documents from the EPADS portal and submit bids accordingly by the closing date of July 7, 2026.
