Road Rehabilitation and Improvement Package 2 – Abbottabad Nathiagali Barian by PKHA

Pakhtunkhwa Highways Authority (PKHA) invites electronic bids for the rehabilitation and improvement of road infrastructure under ADP Scheme No. 1945/260384 (2026-27). Package 2 comprises improvement and rehabilitation works on the road from Bagnotar to Barrian and Kozagali to Ayubia-Khanspur Road, with an estimated cost of Rs. 2,294.165 million. The scope includes rehabilitation of approximately 57.50 kilometers on the Abbottabad-Nathiagali-Barian road and 6.15 kilometers on the Kuzagali-Ayubia-Khanspur road in Khyber Pakhtunkhwa province. This is a prequalified bidding exercise under the Single Stage One Envelope Procedure in accordance with KPPRA Procurement Rules 2014.

Eligibility is limited to four prequalified firms: M/S Al-Mehreen Enterprises, M/S Probuilt Construction (Pvt.) Ltd, M/S New Khan Builders, and M/S MSK International Infrastructure Company (Pvt.) Ltd. Bidders must submit bid security equal to 2% of the estimated cost for bids up to 10% below the engineer's estimate. Additional security is required for bids quoted between 10% and 20% below estimate, and detailed rate analysis plus differential security is mandatory for bids exceeding 20% below. All bidders must be registered with the Khyber Pakhtunkhwa Revenue Authority (KPRA) under the Khyber Pakhtunkhwa Finance Act 2013 for Works and Consulting Services.

Bidding documents are available on the PKHA website (www.pkha.gov.pk) and the EPAD System (https://kp.eprocure.gov.pk). Electronic bids must be submitted through EPAD on or before 17 August 2026 at 12:00 PM, with opening scheduled for 12:30 PM the same day. Original call deposits for bid security (2% of estimated cost) and tender entry fee (0.03% of estimated cost) must be submitted to the Deputy Director (Procurement), PKHA, Attached Departments Complex, Gate No. 5, Khyber Road, Peshawar, before the bid submission deadline. Only call deposits and bank guarantees issued by scheduled banks in favor of the Managing Director PKHA are acceptable. Electronic bid validity is 90 days.
