Description / Scope of Work
The National Highway Authority (NHA) is conducting an open auction for the operation and management of toll plazas located on national highways across Pakistan, with collection of toll on net guaranteed monthly revenue basis. This procurement involves eleven toll plazas situated on major routes including LEP Toll Plaza Ramp I, II and III on LEP route, LEP Ramp IV on LEP route, Rojhan on N-55, Mianwali on N-5, MCHP (468+100) on N-10, Balkasar on N-25, D.I Khan II on N-50, Lachi Saraol on N-20, Shaheed Benazir Bridge, MCHP (90+500), and Qilla Saifullah on N-70. The earnest money required ranges from Rs. 1,938,000 to Rs. 32,148,000, with net monthly reserve prices ranging from Rs. 3,230,000 to Rs. 70,790,600 for the period ending 30 June 2027.
Eligibility criteria require that bidders must possess an active NTN (National Tax Number) certificate as a valid taxpayer. Bidders with ITN certificates, blacklisted status, or whose arbitration cases are under process cannot participate. All prospective bidders must submit earned money as security in the form of Bank Draft/Pay Order favouring the NHA Road Maintenance Account 1230-T Islamabad, or for Public Sector Entities, guarantees issued by commercial banks with minimum AA rating of State Bank of Pakistan. An affidavit on stamp paper and proof of earnest money submission are mandatory at registration.
Bid documents can be downloaded free of cost from the NHA website from 18 June 2026. The pre-auction meeting will be held on 22 June 2026 at 1100 hours at NHA headquarters in Islamabad. Registration of bidders occurs from 22 June to 29 June 2026 during office working hours. The open auction itself will be held on 29 June 2026 at 1100 hours. Bidders must pay Rs. 20,000 (non-refundable) per toll plaza at registration and submit completed bid documents with all requisite information. The highest bidder will be announced after provisional results, confirmed only upon approval and issuance of a Letter of Acceptance (LOA). Acceptance of the bid requires submission of requisites within seven days.
