Description / Scope of Work
The District Development Committee of District & Sessions Courts Faisalabad, Punjab invites sealed competitive bids for the installation of a Hybrid Grid Solarization System serving all courts and allied offices in the Punjab at the Judicial Complex Toksall Samundri, District Faisalabad. The estimated project cost is PKR 7,600,000 with an earnest money deposit of PKR 380,000 representing 5% of the tender value. This is a four-week project aimed at modernizing the judicial infrastructure through renewable energy integration across the provincial court system. The scheme will be tendered through E-Tendering via the Punjab E-Procurement portal with evaluation based on duly licensed contractors from the Pakistan Engineering Council in the relevant Solar-E11(a) and Solar-E11(a)i categories.
Eligibility criteria require interested contractors and bidders to register on E-PADS at punjab.eprocure.gov.pk and obtain duly licensed status from PEC in the specified solar energy system categories. Participating firms and joint ventures must not be blacklisted from Sessions Courts Faisalabad or PPRA, and must submit certificates of registration from SECP or partnership deeds with active income tax and sales tax documentation. Bidders must provide an affidavit declaring clean blacklisting status verified against PPRA and World Bank debarred lists, and submit original call deposit receipts at 5% of the estimated cost to the District Development Committee office by the closing deadline of 11:00 AM on 01.07.2026.
Bid documents are available for download from the official E-PADS portal and the PPRA website at http://eproc.punjab.gov.pk/View_Tender.aspx. Contractors must quote rates on an item-rate basis against the approved Bill of Quantities uploaded on E-PADS before 11:00 AM on 01.07.2026. Tender opening will occur at 11:30 AM on 01.07.2026 in the presence of participating firms and the District Development Committee at the District & Sessions Judge's office in Faisalabad. The successful bidder will be required to submit a performance guarantee at 10% of the contract amount before work order issuance and complete all installations within four weeks. All bidding documents must be duly signed and stamped; unsigned or illegible bids will be rejected.
