Description / Scope of Work
Quaid-e-Azam Solar Power (Pvt.) Ltd. (QASPL) invites sealed bids from eligible security companies for the provision of comprehensive security services across multiple locations in Punjab. The scope includes security services for the Head Office in Lahore, the 100MW Site Office in Bahawalpur, QASPL Park in Bahawalpur, and off-grid or poor-grid CSR and ADP power plants installed by QASPL throughout the province. The estimated contract value is PKR 86 million, and selection shall follow the Single Stage Two Envelope least-cost bidding procedure as per PPRA 2014 guidelines. The framework contract shall be valid for one year from the date of signing with rates remaining fixed for the entire contract period, and extension possible with mutual consent.
Eligible bidders must meet stringent criteria including a bid security of PKR 1,700,000 as a refundable CDR, minimum five years of experience providing security services, active registration with the Federal Board of Revenue and PRA, valid registration certificate from Punjab Home Department, minimum 200 currently deployed security guards, and current employment as security service provider for at least three government, semi-government, or large-scale companies. Bidders must also provide proof of not being blacklisted by PPRA or QASPL, maintain a complete office setup at Lahore, hold a license for company-owned arms, and provide security services for minimum one Chinese company, engineer, or Pakistani citizen.
Tender documents are available from EPAD, PPRA, and the QASPL website. Sealed security bids must be delivered to QASPL office at 3rd Floor, 83-A, E/1, Main Boulevard, Gulberg-III, Lahore, at least one day before 02 July 2026 at 11:00 AM. Monthly invoices will be provided upon completion of services, and any service discrepancies shall be dealt with legally.
