Rawalpindi Cantonment Board (RCB) invites electronic bids through the E-Pak Acquisition & Disposal System (EPADS) Version 2.0 for the installation and operation of Digital Screens (SMDs) at Bank Road from Zone I to Zone IV in Rawalpindi for a contract period of three years from 16 July 2026 to 15 July 2029. The scope includes fifty-five digital screen units of 6 feet by 3 feet size to be installed as steamers on poles on both sides of the Bank Road in Rawalpindi. The procurement is governed by PPRA Rules 2004 and applicable Government of Pakistan regulations. All interested bidders must be registered with the Federal Board of Revenue (FBR) on the Active Taxpayer List (ATL) and registered on EPADS Version 2.0 to participate in this e-auction process. Bids shall be submitted electronically through EPADS only, and no manual, physical or hardcopy bids will be accepted. Each bidder must submit a bid security of Rs. 1,000,000 in the form of Pay Order, Bank Draft, or Call Deposit Receipt in favour of the Cantonment Executive Officer, Rawalpindi Cantonment Board. The successful bidder shall deposit 25 percent of the annual auction amount immediately after bid acceptance and closing. Income tax and other government taxes will be applicable as per prevailing Government regulations and must be deposited in advance.
The e-auction shall remain open until Monday, 6 July 2026 at 02:00 PM and bids shall be opened and evaluated online on the same day at 03:30 PM. During the bidding process, bidders may improve or increase their bids multiple times until closing. After expiry of the closing time, EPADS v2.0 shall automatically declare the highest evaluated responsive bidder as the successful bidder, subject to approval of the competent authority. The contract award is for three years with bids quoted on an annual basis, and the contract fee shall increase by 10 percent on a compound basis for the second and third years.
