Rawalpindi Cantonment Board invites electronic bids through the E-Pak Acquisition & Disposal System (EPADS) Version 2.0 for the installation and operation of Digital Screens (SMDs) at Murree Road from TM Chowk to Haider Road in Rawalpindi, Punjab. The contract is for a period of three years from 17 July 2026 to 16 July 2029, covering twelve digital screens of 6'x3' size mounted on poles on both sides of the road. This e-auction is conducted in accordance with PPRA Rules 2004 and applicable Government regulations. Bidders must be registered with the Federal Board of Revenue (FBR) on the Active Taxpayer List (ATL) and registered on EPADS Version 2.0 to participate in the procurement process.
Eligibility requires bidders to register with EPADS Version 2.0 before participation through the official registration portal. Each bidder must submit a bid security of Rs. 500,000 in the form of a Pay Order, Bank Draft, or Call Deposit Receipt (CDR) payable to the Cantonment Executive Officer, Rawalpindi Cantonment Board. The original bid security instrument must reach the RCB office before the bid closing date. Defaulter firms and groups of the Cantonment Board are not permitted to participate. The successful bidder shall deposit 25% of the annual auction amount immediately after closing and acceptance of the bid, with the first monthly installment due within seven days of contract approval.
Bids shall be submitted electronically through EPADS only; manual and hardcopy bids will not be accepted. The e-auction remains open until Tuesday, 07 July 2026 at 02:00 PM, with bids opened and evaluated online on the same day at 03:30 PM. Contract fees shall be quoted on an annual basis with a 10% compound increase for the second and third years. The successful bidder must execute a contract agreement with the Cantonment Board and comply with all contractual obligations including monthly postdated cheques.
