Description / Scope of Work
This is the Standard Bidding Document for procurement of works issued by the Sindh Public Procurement Regulatory Authority for contracts costing up to Rs 4.0 million. The document is designed as a model for admeasurements contracts using percentage rate or unit price bidding against a Bill of Quantities. The procurement framework applies to work contracts of limited value and establishes the procedural rules, eligibility criteria, bid submission requirements, and evaluation methodology that bidders must follow when tendering for such projects across Sindh province.
Bidders must meet codal requirements including valid NTN registration, tax authority registration, PEC registration where applicable, relevant turnover and experience statements, and any other conditions specified in the Notice Inviting Tender. All tenders must include the required bid security in the prescribed form and amount. Bids must be submitted in the standard printed form as a single tender per work, with separate tenders required if applying for multiple projects. Conditional offers or bids proposing alternatives to the specified work scope or timeline will be rejected. The bidding document establishes that all contracts are fixed price, with no provisions for claiming enhanced rates during contract execution.
The Notice Inviting Tender will be published on the Authority website and in printed media where required, stating the work description, tender cost, bid security amount, bid submission and opening dates, and completion timeline. Interested bidders can obtain the complete bidding documents including conditions of contract, contract data, specifications, Bill of Quantities with scheduled rates, Form of Agreement, and relevant drawings from the Procuring Agency. Bids must be submitted before the published deadline and will be evaluated for arithmetic accuracy, responsiveness, and compliance with eligibility criteria.
