Description / Scope of Work
The Ministry of Finance, Finance Division, Government of Pakistan, is requesting proposals for the engagement of an Independent Verification Agency (IVA) to support the Accelerating State-Owned Enterprises (SOE) Transformation Program. This initiative is implemented in the context of a Results-Based Lending operation supported by the Asian Development Bank. The IVA will serve for the program period from mid-2026 to mid-2031 and will be responsible for independent verification of Disbursement-Linked Indicator (DLI) achievement, assessment of Program Action Plan (PAP) implementation, validation of non-DLI results framework indicators, and confirmation of baseline data across six DLIs covering 39 commercial state-owned enterprises and the National Highway Authority (NHA). This is a significant federal-level engagement with nationwide scope across Pakistan.
Interested firms, organizations, and institutions may participate in the bidding process either as individual entities or as consortiums of more than one firm, with one acting as the lead. Bidders are required to register at E-PADS (the electronic procurement portal) and submit their proposals through this system. All interested parties must review the Request for Proposal (RFP) available on the Finance Division website at www.finance.gov.pk or through the PPRA website at www.PPRA.gov.pk for detailed eligibility criteria, technical requirements, and financial specifications.
Proposals must be submitted electronically on E-PADS (http://eprocure.gov.pk) by July 2, 2026, before 4:00 PM PST and will be opened on the same day at 4:30 PM PST. Hand submission of bids is not permitted. If the bid closing or opening date falls on a local or national holiday, proceedings will be rescheduled to the next working day at the same time. Selection of the successful bidder will be based on quality and cost-based selection procedures as outlined in the RFP, with technical proposals weighted at 80 percent and financial proposals at 20 percent.
