Description / Scope of Work
The University of Baltistan, Skarda invites sealed bids from eligible bidders for the procurement of civil works related to External Electrical works for Package IV as described in the bidding documents available on EPADS v2.0. This procurement is planned for FY 2026-27 and the University intends to apply part of the proceeds of the reserved Fund to cover eligible payments under the contract for External Electrical works Package IV. The procurement will be conducted in Skarda, Gilgit Baltistan Division, following transparent and competitive bidding procedures.
All bids must be accompanied by a bid security as described in the Bid Security section of the bidding documents. Bidders are required to submit their bids in the format specified in the bidding documents, along with a bid securing declaration if required. Eligible bidders must be registered on EPADS v2.0 to participate in the bidding process. Single Stage Two Envelope method will be used, adopting the Least Cost Based Selection (LCBS) technique in accordance with the Public Procurement Rules 2004 and any applicable regulations, regulatory guidelines, or procurement guidelines issued by the Authority.
Bidding documents containing detailed terms, conditions, specifications and requirements are available on the Pakistan Acquisition and Disposal System (EPADS) at https://vendors.epads.gov.pk/. Bids must be submitted through EPADS v2.0 on or before Tuesday, July 7, 2026 at 11:00 AM. Bids will be opened on the same day at 11:30 AM. Manual submission of bids will not be entertained.
