Description / Scope of Work
The Punjab Building Department (North Zone) under the Communication and Works Department invites sealed electronic tenders from registered engineering firms and contractors for the establishment of enforcement stations of PERA in Punjab involving new construction and rehabilitation of existing government buildings in Phase-II at Kahuta District, Rawalpindi. The project is referenced under ADP No.2351 for the financial year 2025-26 with an estimated cost of Rs 98.680 million and a time limit for completion extending up to 30 June 2027. This infrastructure development project aims to strengthen regulatory enforcement capacity in the Rawalpindi region of Punjab Province.
Eligible bidders must possess valid registration with the Pakistan Engineering Council (PEC) in the relevant category and codes. All participating contractors and firms are required to be registered on the Punjab PPRA website at www.punjab.eprocure.gov.pk. A call deposit receipt (CDR) equivalent to 5 percent of the estimated tender price must be uploaded as scanned copy during bid submission, with the original CDR to be presented to the Tender Opening Committee half an hour before bid opening. Bidders must quote rates against each line item of the DNIT and bills of quantities rather than percentages, with completely filled rate analysis pages, and incomplete financial bids will be declared non-responsive.
Bidding documents are available immediately from the date of publication on the PPRA e-tendering platform at http://eproc.punjab.gov.pk/ViewTender.aspx. Bid submission must be completed through the EPADS (E-Procurement and Disposal System) portal. The tender opening will take place on 08 July 2026 at 11:00 AM at the office of the Commissioner Rawalpindi Division, with results announced at 11:30 AM. Successful bidders must furnish a 10 percent performance guarantee within 15 days.
