Security and Safety Measures for Newly Retrieved Land in Asteroid Region, Islamabad by CDA

The Capital Development Authority invites sealed bids from well-reputed firms registered with Pakistan Engineering Council (PEC) in Category C-5 or above with valid project code for 2025-26 for the provision of security and safety measures for newly retrieved land in Asteroid Region at the eastern side of Islamabad. The estimated project value is Rs 37,062,557 with an estimated cost of Rs 1,111,877. This tender is issued by Sector Development Division-II of CDA for work covering quantity and details as mentioned in the bidding documents, with scope encompassing comprehensive security and safety infrastructure at the specified location in the federal capital.

Bidders must be duly licensed/contractors registered with PPRA and E-PADS as vendors to be eligible to purchase bidding documents. All tenders should be accompanied by a bid security in the form of Call Deposit or CDRs favouring the Deputy Director Sector Development Division-II, CDA from any scheduled bank against the firm's account. The firm name must be clearly mentioned on the security instrument, and Call Deposits/CDRs must be received by the office at least three working days before the technical bid opening date. Undertakings and original affidavits on judicial stamp paper of Rs 500 for non-blacklisting by any government department and for absence of relationship with CDA officials are mandatory before technical bid opening. Bids with rates below 10 percent of NIT amount without additional call deposit security will be rejected.

Bidding documents are available on the PPRA E-PADS portal before the given date and time. Prospective bidders must upload scanned copies of bids through E-PADS at https://procedure.gov.pk and submit original bids in accordance with Public Procurement Rules 2004 at the office of Director Sector Development, CDA, Room No. 162, old Revetheads quarter G-6, Markaz, Islamabad on or before 20-08-2026 at 10:30 AM. Bids will be opened publicly on 20-08-2026 at 11:00 AM in the presence of the procurement committee and authorized bidder representatives at the same CDA office location.
