Description / Scope of Work

The National Logistics Corporation (NLC), a government of Pakistan entity, invites sealed bids for the supply, installation and commissioning of a comprehensive fire fighting system at NLC Log Park Harakka in Rawalpindi, Punjab. This tender is issued under PPRA rule 36(b) on a FOR (Free on Rail) basis. The scope of work encompasses delivery, installation and commissioning of firefighting equipment across four warehouses at the logistics park, with detailed specifications and technical drawings provided in annexes B and C. The project requires branded, brand-new equipment with a five-year warranty period and includes commissioning responsibilities, English-language technical brochures, English-version software, and after-sales support comprising spare parts and maintenance services.

Eligibility is restricted to Original Equipment Manufacturers (OEMs) and authorized dealers of OEM with backup support services in Pakistan and sustained financial capability. Bidders must demonstrate sound financial standing with annual turnover of Rs 600 million supported by audit reports signed by Quality Control Review (QCR) rated chartered accountant firms. Mandatory bid qualification criteria include tender fee, earnest money deposit, company registration, NTN/STRN copy with active tax filler certificate, authorization letter from OEM for dealers, complete technical data and OEM brochures, 120-day offer validity, delivery period confirmation, comparison charts with user specifications, non-blacklisting affidavit on stamp paper, warranty compliance certificate, proof of three similar projects completed within the last five years, firm hierarchy with owner and management portfolio, and list of major clients. Local suppliers must be on the Active Tax Payer List of FBR, and OEM certification is required that all major assemblies and components are from the same origin with no Indian-made parts.

Financial quotations for each equipment must be submitted in separate sealed envelopes. Bidders must provide maintenance schedules with consumable parts pricing and commit to free inspection and maintenance every three months during warranty with serviceability certificates. Stamp duties at 0.25 percent of contract value apply and must be paid by the winning firm at contract signing. Offers through fax or email will not be accepted. Bids may be rejected for non-compliance with evaluation criteria, incomplete technical specifications, non-responsive bids, missing tender fee and bid security, or late submission.
