Rawalpindi Cantonment Board invites electronic bids through the E-Pak Acquisition & Disposal System (EPADS) Version 2.0 for the disposal of unserviceable store items on an 'As Is Where Is' basis. The auction encompasses a diverse range of materials including old furniture such as tables and chairs, air coolers, electrical accessories, used tyres, scrap material, iron windows, wooden doors and other unserviceable store items. This e-auction is conducted in accordance with the Public Procurement Regulatory Authority (PPRA) Rules 2004 and is open to bidders registered with the Federal Board of Revenue (FBR) and appearing on the Active Taxpayer List (ATL). The auction process is transparent and competitive, with detailed bidding documents, item lists, reserve prices, bid security requirements, eligibility criteria and complete terms and conditions available on both EPADS V2.0 and PPRA websites.
Prospective bidders must be registered on EPADS Version 2.0 prior to participation, with registration available at https://vendors.epads.gov.pk/register. Each bidder is required to furnish a Bid Security of Rs. 400,000 (Rupees Four Lac Only) in the form of a Pay Order, Bank Draft or Call Deposit Receipt issued by a scheduled bank in favour of the Cantonment Executive Officer, Rawalpindi Cantonment Board. The original Bid Security instrument must be submitted to the office of Rawalpindi Cantonment Board before the bid submission deadline, with cash payments not accepted. Unsuccessful bidders will have their bid securities returned in accordance with PPRA Rules, while the successful bidder's security shall be retained until fulfillment of all contractual obligations. Firms, contractors or individuals declared defaulters by Rawalpindi Cantonment Board or any Government or Semi-Government organization are ineligible to participate.
Electronic bids shall be submitted through EPADS only, with manual or physical bids not accepted. The e-auction shall remain open until 07 July 2026 at 02:00 PM, with electronic bids to be opened online on the same day at 03:30 PM. The successful bidder must deposit 33 percent of the total auction amount immediately upon bid acceptance, with the remaining balance due within seven days of the acceptance or approval letter. Auctioned material must be lifted and removed from the designated site within fifteen days after full payment and issuance of the release order. All applicable taxes, duties and levies shall be borne by the successful bidder as per prevailing laws and regulations.
