Description / Scope of Work
NADRA Regional Head Office Lahore invites bids for the auction of BER technical store items under tender reference NADRA-RHO LHR-RFB/2026/Auction-8. The auction covers surplus or obsolete technical equipment and materials from the BER (Biometric Enrolment and Registration) technical store located at NADRA's premises in M.A Johar Town, Lahore, Punjab. This is a single-lot auction where all items are sold together to the highest qualified bidder, with financial bids evaluated as a complete package rather than individual items.
Eligible bidders must hold valid Sales Tax Registration Certificate, active NTN (National Tax Number) registration, and proof of active taxpayer status. Bidders must submit a fresh certificate confirming they have never been blacklisted and have no history of contract non-performance with NADRA. All required documentation, including copies of tax certificates and legal affidavits, must accompany the bid submission. Selection will be based on the highest financial bid from eligible and responsive bidders, with preference given to bidders with greater taxpayer experience in case of identical bids.
Bidders should obtain complete auction documents directly from NADRA Regional Head Office Lahore at 73-Trade Center M.A Johar Town, Lahore by contacting the office via phone (92-42)-99232816, facsimile (92-42)-99232807, or email lhr.admin@nadra.gov.pk. Sealed bids must be submitted to the same address before the closing date of 18 August 2026. The procurement board reserves the right to reject any bid found incomplete or non-responsive to the requirements outlined in the bidding document.
For Bidders: Our Analysis PAKISTANTENDER INSIGHT

NADRA is auctioning surplus/obsolete BER technical equipment and materials as a single consolidated lot—all items together to one bidder.
This is a straightforward scrap/asset recovery play rather than procurement. Scale appears small-to-medium (technical store surplus). Key competitive factor: highest financial bid wins, with taxpayer experience as tiebreaker. Single-lot structure reduces logistics complexity but eliminates selective purchasing. Closing August 2026 allows reasonable preparation time. Non-performance history and blacklist status are hard filters.
Who can bid: Bidders must hold valid Sales Tax Registration Certificate, active NTN, and proof of active taxpayer status. Fresh non-blacklist certificate and evidence of no NADRA contract non-performance required. Typically, companies must be registered with SECP (if private) or relevant authority. No PEC category applicable (scrap auction, not construction).
