Description / Scope of Work
National Bank of Pakistan invites expressions of interest from consultancy service providers and technology providers to develop a comprehensive strategy for an Enterprise Data Warehouse (EDWH) or Data Lakehouse initiative. The consultancy assignment encompasses the complete process flow, timelines, functional specifications, and high-level hardware and software requirements for the bank's data infrastructure modernization. The scope includes developing a future-state enterprise data strategy aligned with business priorities and regulatory obligations from the State Bank of Pakistan, designing an optimal target operating model with organizational structure and governance frameworks for a centralized Data Analytics and Insights Division, and conducting enterprise-wide requirements analysis across all bank groups to capture business needs and transformation opportunities.
Eligible consultancy firms must be registered with SECP, the Government of Pakistan, or relevant international registration bodies, possess active taxpayer status in the FBR's Active Taxpayer List, maintain a verifiable physical office in Pakistan, and demonstrate financial soundness with aggregate revenue exceeding 500 million PKR over the last three years. The firm must have been in the services business for a minimum of seven years, provided consultancy or implementation services for enterprise data warehouse or data lakehouse projects to at least one Islamic bank, commercial bank, microfinance bank, digital bank, or fintech institution within the last five years, remain in profit for each of the last three years, and provide no other services to NBP that could create conflicts of interest. All firms must submit affidavits confirming non-blacklisting, non-bankruptcy status, and accuracy of submitted information, with joint ventures permitted if combined qualifications are evaluated together.
Expressions of interest must be submitted through the E-PADS portal; submissions through other channels will not be entertained. The shortlisted consultants will subsequently receive the Request for Proposal (RFP) document for submission of sealed technical and financial proposals under the Quality and Cost Based Selection method in accordance with the Procurement of Consultancy Services Regulations 2010. The awarded consultancy firm will be automatically debarred from participating in the subsequent tender for the turnkey procurement of the data warehouse or data lake implementation project.
