Description / Scope of Work
The National Bank of Pakistan invites bids for the procurement of an e-learning solution on a single stage two envelope basis. This procurement covers the supply and implementation of a comprehensive e-learning platform including software licenses, professional services, application hosting, support and maintenance services for a three-year period. The project is located in Sindh province and involves the development, deployment and ongoing support of a learning management system that meets the bank's organizational training and development requirements. Bidders must demonstrate substantial experience in e-learning solution delivery, software development lifecycle adherence, and cloud hosting infrastructure management with appropriate security certifications.
Eligible bidders must be registered with relevant Pakistani authorities and possess valid business registration, tax identification numbers and vendor registration credentials. Bidders should have minimum annual turnover requirements and demonstrated experience in similar IT and software projects of comparable nature and complexity. A bid security in the form of a bank guarantee or bid-securing declaration is mandatory. Bidders are required to comply with all applicable security standards including cryptographic key management, tokenization, network architecture security, incident management protocols and data security requirements as specified in the special conditions of contract for cloud hosting.
Bid documents are available from the National Bank of Pakistan's procurement office as detailed in the tender schedule. Interested bidders must submit sealed bids in two envelopes on or before the closing date of 6 July 2026. The technical and financial proposals will be evaluated separately according to specified criteria including evaluation methodology, delivery schedules, payment terms and technical specifications outlined in Section V of the bidding documents. Bid opening will occur at the bank's premises on the scheduled date with evaluation and award proceeding according to the prescribed procurement procedures and conditions of contract.
