Description / Scope of Work
The National Highway Authority (NHA) is inviting open auction bids for Operation & Maintenance (O&M) contracts of toll plazas on national highways across Pakistan. This procurement notice covers the collection of toll on net guaranteed monthly revenue basis along with applicable tax for the period ending 30 June 2027. The scope includes eleven toll plazas: LEP Toll Plaza Ramp I, II & III; LEP Ramp IV; Lahore; Harris (ITTM); MEHP KM (488-100); D.G Khan II; D.I Khan III; Sakhi Sarwar; Balochistan (Khuzdar-Gwadar); MEHP KM (0-500); and Qilla Saifullah. The total estimated monthly revenue across all plazas ranges significantly, with net monthly reserve prices varying from approximately 1.5 million to 53.5 million rupees depending on the specific location and toll collection potential.
Eligibility requires bidders to be registered with the Federal Board of Revenue and possess valid tax registration certificates. Prospective bidders must submit earnest money security equal to one month of the anticipated guaranteed monthly revenue as per Section 27(b) of the Income Tax Ordinance. All bidders must provide detailed documentation of their technical and financial capability, with preference given to bidders having relevant experience in toll plaza operations. Bidders should not be blacklisted by any government department or agency, and no bidder shall be affiliated with NHA officials or members of the evaluation committee.
Bid documents are available for download from the NHA website and can be obtained in person from the NHA office at Liaquat Avenue, Sector G-5/1, Islamabad during office hours. Completed bids must be submitted by 29 June 2026 before 1100 hours in the prescribed envelope to the NHA headquarters in Islamabad. The auction will be held on 22 June 2026 at 1100 hours at NHA auditorium. Each bidder shall pay 25000 rupees as non-refundable tender fee. Technical bids will be opened first, followed by financial bids of qualified bidders. The highest bidder will be officially confirmed only after approval by the competent authority.
