Description / Scope of Work
The Project Management Unit of the Gravity Flow Water Supply Scheme Mansehra, operating under the Public Health Engineering Department of the Government of Khyber Pakhtunkhwa, invites sealed bids for three major construction packages totaling approximately 8.17 billion Pakistani rupees. The project, which is SFD assisted and located in Mansehra, comprises construction of intake works, access roads, geo-hazard and landslide mitigation works, cross drainage structures, raw water conduction mains spanning 25.70 kilometers, water treatment plant facilities, and high ground reservoirs. Bidding will follow the Single Stage Two Envelope Procedure in accordance with KPPRA Procurement Rules 2014, with technical and financial bids submitted electronically through the EPADS (E-Pak Acquisition and Disposal System) portal.
Eligible bidders must meet detailed qualification requirements specified in the bid solicitation documents, which include financial, experience, personnel, and equipment criteria. All bids must be accompanied by a Bid Security in the form of a Call Deposit Receipt issued by a scheduled bank, along with a non-refundable Bidding Entry Fee. Bidders quoting rates more than 20 percent below the Engineer's Estimate must provide an Additional Security and submit a detailed rate analysis. An affidavit confirming placement of financial instruments and rate analysis in the Financial Bid must accompany the Technical Bid.
Bidders may download complete bid solicitation documents from the EPADS system. Submission is mandatory both electronically through EPADS and as hard copies comprising one original and one copy of the Technical Bid and one original of the Financial Bid, submitted to the Project Director on or before July 22, 2026 at 11:00 AM. Technical bids will be opened publicly at 11:30 hours the same day, with financial bids opened following technical bid evaluation. A pre-bid meeting is scheduled for June 29, 2026 at 11:00 hours at the Project Director's office in Mansehra.
