Description / Scope of Work
This Standard Bidding Document issued by the Office of the Executive Engineer, Minorities Affairs Sindh, governs the procurement of works contracts with estimated costs up to Rs 4.00 million. The document applies to admeasurement type contracts where bidders quote percentage rates above or below scheduled rates, or provide unit prices for items listed in the Bill of Quantities. Works shall be executed in Sindh province in accordance with the specifications, drawings, and conditions outlined in the bidding documents. All contracted works must be measured using standard instruments according to established rules and completed within the timeframe specified in the Notice Inviting Tender.
Bidders must demonstrate eligibility by providing evidence of valid National Tax Number (NTN), registration with tax authorities, Professional Engineering Council (PEC) registration where applicable, turnover statements, and experience statements as required in the tender notice. Bid security must be submitted in the prescribed amount and form, either as a lump sum or percentage of estimated cost. Conditional offers proposing alternatives to specified work scope, completion time, or other material conditions shall be rejected. Only one percentage rate across all scheduled rates is permitted, and separate tenders must be submitted for each work if bidding on multiple projects.
Bid documents can be obtained as per the Notice Inviting Tender, which specifies the cost of bidding documents and the date, time, and place of issuance. Sealed tenders must reference the work name and number on the envelope. Bids received after the submission deadline shall be rejected unopened. Bid opening and evaluation shall follow the procedures outlined in the document, with arithmetic errors rectified according to prescribed rules. All bid prices and rates are fixed for the contract duration with no provision for enhancement claims.
