THQ Hospital Khanpur, Punjab invites bids for the award of a parking stand concession contract for the financial year 2026-27. The contract period runs from July 1, 2026 to June 30, 2027. The scope of work includes operation and management of a dedicated parking stand at the hospital premises in Khanpur, with responsibility for collection of parking fees from motorcycles at ten rupees per vehicle and cars or jeeps at twenty rupees per vehicle. The estimated annual bid value is PKR 2,595,000 inclusive of all applicable taxes. The parking stand must remain operational twenty-four hours daily, and the concessionaire will be responsible for maintaining proper records, issuing tokens, and enforcing the approved tariff schedule with assistance of security personnel.
Bid participation requires submission of a cash earnest money deposit of PKR 250,000, a copy of the National Identity Card, audited financial statements for fiscal year 2024-25, an affidavit on 100-rupee stamp paper confirming the bidder is not blacklisted or a defaulter, and duly signed terms and conditions. Only bidders with good citizenship record and clear financial standing are eligible; blacklisted, defaulting, or non-performing contractors are prohibited from participation. The contract shall be awarded to the highest bidder, and unsuccessful bidders will receive refund of their security deposit upon conclusion of the bidding process.
Successful concessionaire must deposit the bid amount in four equal quarterly installments commencing July 2026, with final installment due by March 2027. The contractor must display approved rate schedules, maintain discipline and ethical conduct, employ authorized staff in uniform, and maintain two security guards for traffic management. Violations including overcharging, subletting, or breach of conditions shall result in graduated penalties ranging from PKR 25,000 to PKR 100,000, and repeated breaches may lead to contract cancellation with forfeiture of all collected revenue to government. All disputes and decisions shall be final under the Committee Chairperson's authority.
