Description / Scope of Work
University of Narowal invites financial proposals from pre-qualified engineering and architectural consulting firms for planning, architectural and structural designs, preparation of estimates, technical specifications, bidding documents and resident supervision for the PSDP-funded project titled Establishment of Dr. Ashfaq Ahmed Khan National Center in Basic Sciences. The project scope encompasses construction of an academic block, hostels for girls boys and faculty, faculty residences and external development including approach roads sewerage system water supply gas fire hydrant lines parking footpaths storm water drains boundary walls lighting main gate security posts and horticulture works across the University of Narowal campus in Punjab.
This Request for Financial Proposal (RFP) is restricted to eight pre-qualified firms identified through a pre-qualification process published on e-PADS on March 11 2026 and opened on March 26 2026. These firms are M/s Associated Engineering ACE, M/S New Vision Engineering Consultants, M/S Qadri Associates, M/S Asian Consulting Engineering Pvt Ltd, M/S NESPAK Pvt. Ltd., M/S Meinhardt Pakistan Pvt. Ltd, M/S SKAF Consultants Pvt. Ltd and M/S ESS-I-AAR Planning Engineering and Services Consultants. The selection will be conducted under the Least Cost Selection method in accordance with PPRA Rules 2014 as amended. Transfer of this invitation to other firms is not permitted.
Proposals must be submitted in accordance with the detailed instructions provided in Section 2 of the RFP document. The tender documents including Section 1 Letter of Invitation, Section 2 Instructions to Consultants and Data Sheet, Section 3 Forms of Financial Proposal, Section 4 Terms of References and Section 5 General Conditions of Contract are available from the Project Management Unit at University of Narowal. Pre-qualified firms should submit their financial proposals as per the prescribed forms and procedures outlined in the RFP by the closing date of July 7 2026.
