Description / Scope of Work
The Punjab Building Department, Communication and Works Department (Central Zone) invites tenders for the construction of an AI Hub at the Provincial Intelligence Fusion and Treat Assessment Center (PIFTAC) in Lahore, Punjab. The project has an estimated cost of Rs. 103,836,000 with a contract duration of 24 months. This is a Single Stage Two Envelope (Technical and Financial) procurement process conducted under PPRA Rule 38, open to contractors and firms currently enlisted or renewed with Pakistan Engineering Council (PEC) for the current financial year in relevant categories and specialization codes. The tender is being floated by the Executive Engineer, 3rd Buildings Division, Lahore, and interested bidders can access detailed bidding documents from the e-Procurement portal.
Eligible bidders must possess a valid original PEC License with requisite relevant specialization codes; contractors lacking the appropriate specialization code will be disqualified. Prospective bidders are required to submit earnest money equivalent to 2% of the estimated cost (Rs. 2,076,720) in the form of a CDR, bank draft, or cashier's cheque of any scheduled bank to the Executive Engineer's office before the bid submission deadline. Conditional tenders and bids without earnest money will be summarily rejected. All bids must be submitted exclusively through the E-PADS (e-Procurement Automation and Digitalization System) portal at https://punjab.eprocure.gov.pk.
E-bids must be uploaded on or before 15 July, 2026 at 11:00 AM, with opening scheduled for the same day at 11:30 AM. Original bid security instruments must be physically submitted in a sealed envelope clearly marked with the bidding document number and title to the Office of Executive Engineer, 3rd Buildings Division, Lahore, before the e-bid submission deadline. Bidders are strongly advised to upload bids well in advance of the submission deadline rather than waiting until the last moment. Bidding documents are available immediately after publication date.
