Description / Scope of Work
The National Logistics Corporation (NLC), a government of Pakistan entity, invites sealed bids for the design, supply, installation, testing, commissioning, training and warranty support of a complete ammonia-based refrigeration system for temperature-controlled warehouses. This major procurement covers three warehouse facilities located in Rawalpindi, Lahore and Karachi in Punjab province. The project scope includes detailed engineering design and refrigeration load calculations, supply of all refrigeration equipment including compressors, condensers, evaporators and control systems, refrigerant piping, valves and insulation accessories, electrical power and control wiring, installation and commissioning, supply and installation of PIR panels (150mm thickness), doors, docks, floor insulation in XPS foam (100mm thickness), operator training, as-built documentation and comprehensive warranty and defect liability services. Quantities for the three warehouses may be increased or decreased as per user demand before the award of letter of acceptance or during contract execution.
Bidders must be OEMs, importers, manufacturers, authorized distributors or dealers with proven experience in ammonia refrigeration and temperature-controlled warehouse projects. Eligibility requirements include company registration, valid NTN/STRN and active tax filer certificate, authorization letter from OEM (mandatory for dealers), legal business registration in jurisdiction, adequate technical staff and financial resources, complete technical equipment data and OEM brochures, three to five years' experience in refrigeration and cold storage projects, demonstration of successful completion of at least three similar projects within the last five years, valid non-blacklisting affidavit, acceptance certificate for all tender conditions, list of major clients, firm hierarchy with owner and management portfolios, and compulsory site visits to all three warehouse locations. Firms must maintain sound financial capability with minimum annual turnover of Rs 1000 million supported by annual audit reports signed by QCR-rated CA firms. Tender fee and earnest money (bid security) are required, and in case of default, bid security will be confiscated with punitive action against the firm.
Offers must include complete technical data, schedule to tender duly completed and signed by authorized firm executives, comparison chart with user-proposed specifications, and all relevant import documents for importers including goods declarations and packing lists with quality certificates from manufacturers. Offer validity must be 120 days (further extendable) with confirmed delivery period of 120 days after issuance of letter of intent. Equipment quoted must be brand new and per latest industry trends. Two pre-bid meetings will be held at HQ NLC, Harding Road Support Branch Conference Room to clarify queries and provide responses to all bidders as per tender notice details.
