Description / Scope of Work

The Ministry of Finance (Finance Division), Government of Pakistan, is issuing a Request for Proposals (RFP) for the engagement of a qualified Independent Verification Agency (IVA) to support the Accelerating State-Owned Enterprises (SOE) Transformation Program. This Results-Based Lending operation is funded by the Asian Development Bank and will run from mid-2026 to mid-2031. The IVA will be responsible for independent verification of Disbursement-Linked Indicator (DLI) achievement, assessment of Program Action Plan (PAP) implementation, validation of non-DLI results framework indicators, and confirmation of baseline data across 39 commercial state-owned enterprises and the National Highway Authority (NHA). Interested firms, organizations, or institutions may participate as individual entities or as consortiums with one acting as lead partner. Interested bidders must register on the E-PADS portal (Electronic Public Procurement Agency System) managed by the Public Procurement Regulatory Authority (PPRA) to submit their proposals.

Eligibility requirements and bid security details are set forth in the Request for Proposal (RFP) document available from the Finance Division website (www.finance.gov.pk) or the PPRA website (www.PPRA.gov.pk). The selection process will follow quality and cost-based selection procedures, with technical and financial proposals weighted at 80% and 20% respectively. Bidders should carefully review all tender conditions and eligibility criteria before submitting their applications.

Proposals must be submitted electronically on E-PADS (http://eprocure.gov.pk) by 2 July 2026 before 4:00 PM Pakistan Standard Time and will be opened the same day at 4:30 PM PST. Hand submissions are not permitted. In case the opening date falls on a local or national holiday, the bid opening shall be held the next working day.
