Description / Scope of Work
The Cantonment Board Clifton, operating under the Military Lands and Cantonments Department, invites sealed bids for the hiring of eleven generator sets with canopy of 100 KVA capacity or above for deployment at Stormwater Pumping Stations during the Rain Emergency 2026 in Clifton Cantonment, Karachi, Sindh. The procurement is being undertaken to ensure reliable backup power supply during emergency conditions. Bidders are required to quote inclusive rates on a per-day basis, with payment calculated only for actual days of deployment. The tender will be evaluated based on rates quoted by contractors and firms meeting the specified technical requirements.
Eligible bidders must be registered with the Income Tax and Sales Tax Departments and listed on the Active Taxpayers List of the Federal Board of Revenue. Interested firms are required to submit a copy of valid registration certificate along with their tender application. A bid security equivalent to five percent of the quoted bid cost must be submitted in the form of a pay order or demand draft in favour of Cantonment Board Clifton from scheduled banks in accordance with Rule 25 of PPRA Rules 2004. The tender form, available at the office of Cantonment Board Clifton, costs Rs. 500 (non-refundable). Bids remain valid for 180 days from the date of submission.
The procurement will follow a single stage two envelope procedure under Rule 36(b) of PPRA Rules 2004, with separate technical and financial proposals required. Technical proposals will be evaluated first without reference to pricing, and financial proposals of only technically accepted bids will be opened publicly. The tender opening is scheduled for 12:30 PM on the closing date. Bidders should submit sealed bids containing both envelopes clearly marked as "Technical Proposal" and "Financial Proposal" to avoid confusion. Supporting documents including details of similar services undertaken in the last three years, financial status certificates, income tax returns, staff credentials, and proof of tangible assets are recommended for submission with bids.
