Description / Scope of Work
NAVTTC (National Vocational and Technical Training Commission) invites bids for the development and implementation of an Integrated Digital Registration Fee Collection System for TVET Institutes operating across Pakistan. This non-consultancy services procurement aims to establish a unified digital payment solution accessible via PSID (Pakistan Single Infrastructure for Digital payments), 1Link, and other digital channels to streamline registration fee collection from students across all TVET institutes nationwide. The system will enable seamless, secure, and efficient fee transactions while providing institutes with comprehensive reporting and reconciliation capabilities. This is a National scope project procured under Single Stage-Two Envelope bidding methodology, with the Procurement Cell at NAVTTC HQ located in Islamabad, Sector H-9/4, Kirthar Road.
Bidders must meet specified eligibility criteria including relevant experience in digital payment system development, technical expertise in integration with government payment portals, and financial capacity to execute the contract. A bid securing declaration is mandatory from all participating bidders. The tender requires comprehensive technical and financial proposals demonstrating capability to deliver the system within stipulated timelines and performance standards. Only qualified vendors with proven track record in similar digital infrastructure projects will be considered.
