Description / Scope of Work
The National University of Technology (NUTECH), Islamabad invites proposals from qualified Design Consultancy Firms for detailed engineering design, drawings, and preparation of construction stage tender documents for the PSDP funded project titled "Establishment of Campus, NUTECH Islamabad under PSDP" at the main campus located in Sector I-12, Islamabad. The procurement will be conducted through EPADS–PPRA online portal using a Single Stage–Two Envelopes bidding procedure. This is a critical infrastructure project that requires comprehensive consultancy services covering all aspects of detailed design and tender documentation preparation for the new campus establishment.
Eligible bidders must be registered with the Income Tax and Sales Tax Departments and maintain active status on the Federal Board of Revenue's (FBR) Active Tax Payers list. Consultancy firms must possess valid PEC or PCATP registration in the relevant field, along with demonstrated relevant experience and qualified staff as specified in the RFP eligibility criteria. No firm that has been blacklisted is eligible to submit proposals. All proposals must strictly adhere to the prescribed standard forms provided in the RFP documents, with missing or improperly placed information resulting in loss of evaluation credit. Bidders are required to furnish refundable bid security of Rs. 500,000 in the form of a pay order or demand draft issued by a scheduled bank of Pakistan, made payable to "Development Project Security Account" in Pakistani Rupees; cheques are not acceptable.
All technical and financial proposals must be submitted online via the EPADS–PPRA portal on or before 8th July 2026 at 1100 hours, with technical proposals scheduled for opening on the same day at 1145 hours. Interested consultancy firms should obtain complete RFP documents from the Project Management Office (PMO) and submit their proposals in strict accordance with all specifications and instructions contained therein. The Authority reserves the right to reject any or all proposals in accordance with PPRA Rules.
